General Manufactured Housing Contractor Insurance in California

Manufactured home installers move, set and tie down homes that families live in, then connect the utilities. We place C-47 contractors with coverage for the homes in their care and the work that follows them after setup.

What the C-47 license covers

The CSLB’s definition

“A general manufactured housing contractor installs, alters, repairs, or prepares for moving any type of manufactured home as defined in Section 18007 of the Health and Safety Code, any type of mobilehome as defined in Section 18008 of the Health and Safety Code, and any type of multifamily manufactured home as defined in Section 18008.7 of the Health and Safety Code, including the accessory buildings or structures, and the foundations. A manufactured home does not include any recreational vehicle, commercial coach, or factory-built housing as defined in Section 19971 of the Health and Safety Code.”

The expensive C-47 claims are damage to the home itself: a unit dropped or damaged while moving or setting it, a failed tie-down or foundation, or a leak or fire from a utility connection after you leave. The home belongs to your customer while it is in your care, so ask how your policy covers property in your care, custody or control. HCD permits each installation.

C-47 requirements

What California requires of a C-47 licensee

RequirementWhat applies to C-47 manufactured home installers
Contractor’s license bondA $25,000 bond is required to activate and keep the license. LLC licensees also need a $100,000 LLC employee/worker bond. How the bond works
Workers’ compensationRequired now if you have even one employee. With no employees you can file a CSLB exemption, but that option ends for every classification on January 1, 2028. Check your requirement
General liabilityRequired by the CSLB only for LLC licensees (at least $1 million). General contractors and owners require it anyway, usually with additional insured status.

California’s manufactured-home code covers building homes in a factory or yard, not setting them up on site, and the WCIRB doesn’t publish a separate code for installation. Carriers classify installers by the work involved, so the code is worth confirming before you bind to avoid a surprise at audit. We confirm it with the carrier before quoting.

Common questions

C-47 coverage, answered

What is the workers’ comp class code for manufactured home installers in California?
There is no WCIRB class written specifically for installing manufactured homes on site; the manufactured home code covers factory or yard work. The code is assigned based on your operations, which is why we confirm it with the carrier before you bind.
Is general liability required for a C-47 license?
Only for LLC licensees, which must carry at least $1 million. Sole proprietors and corporations aren’t required to by the CSLB, but most general contractors and public agencies will require it before you start.
Is a customer’s home covered while I’m moving or setting it?
Not always. General liability often excludes property in your care, custody or control, so damage to the home during transport or setup may need inland marine or transit coverage. Ask how your policy handles it before the move.
Do manufactured home installers need workers’ comp with no employees?
Not yet. A C-47 licensee with no employees can file the CSLB exemption until January 1, 2028, when the exemption ends for every classification. Any employee means you need a policy now.
