Insulation and Acoustical Contractor Insurance in California

Insulation crews work in attics, crawl spaces and walls, often in occupied homes. We place C-2 contractors with coverage that fits that work, including the fire and property-damage questions carriers ask about spray foam.

What the C-2 license covers

The CSLB’s definition

“An insulation and acoustical contractor installs any insulating media and preformed architectural acoustical materials for the purpose of temperature and/or sound control.”

Heat, confined attics and falls through ceilings drive injuries. On the liability side, carriers ask whether you apply spray foam, because of fire and off-gassing claims in occupied homes; the answer changes which carriers will write you.

C-2 requirements

What California requires of a C-2 licensee

RequirementWhat applies to C-2 insulation contractors
Contractor’s license bondA $25,000 bond is required to activate and keep the license. LLC licensees also need a $100,000 LLC employee/worker bond. How the bond works
Workers’ compensationRequired now if you have even one employee. With no employees you can file a CSLB exemption, but that option ends for every classification on January 1, 2028. Check your requirement
General liabilityRequired by the CSLB only for LLC licensees (at least $1 million). General contractors and owners require it anyway, usually with additional insured status.

Common questions

C-2 coverage, answered

What is the workers’ comp class code for insulation contractors in California?
Insulation work in buildings or within walls is code 5479. The WCIRB’s 2026 advisory rate is $5.42 per $100 of payroll.
Does spray foam insulation change my insurance?
Yes. Carriers price spray polyurethane foam differently because of fire and off-gassing claims, and some won’t write it. Disclose it on the application so the policy covers the work you actually do.
Is general liability required for a C-2 license?
Only for LLC licensees, at least $1 million. Builders and general contractors will require it anyway.
Do insulation contractors need workers’ comp with no employees?
A C-2 with no employees can file the CSLB exemption until January 1, 2028. After that every licensee needs a policy.
